Full-time Principal Planning Officer

The Role

To take a lead role in the Planning Policy team on behalf of North Tyneside Council as planning authority, exceeding our contracted performance targets and enhancing customer experience.

Ensure that all operations adopt a customer service approach both in development and delivery.
Support the Planning Manager and Policy Manager  in delivering  a planning service but more specifically a  statutory development plan for the borough.


Location

This role will be based in our offices in North Tyneside.  However, some travelling may be required to other Capita Symonds or client’s offices.


Key Responsibilities:

• To assist the Planning Manager & Planning Policy Manager by providing in accordance with performance targets a lead in the preparation, implementation, monitoring and review of the Statutory Development Plan, planning strategies/guidance, action area plans and other land use policies.

• To secure investment in the borough to bring about economic, social & environmental regeneration in accordance with strategies of the Council,

• Support the Planning Manager and Policy Manager in the acquisition of new work to sustain the growth of the partnership ;

• Undertaking other statutory and non statutory duties to comply with the requirements of the Town and Country Planning Acts, associated legislation.

To lead and as required supervise and direct staff in the preparation, implementation, monitoring and review of the Statutory Development Plan, planning strategies/guidance, action area plans and other land use policies, for specific subject areas as directed by the Planning Managers.
To lead in undertaking work to implement the statutory development plan and other strategic policies of the Council through the preparation of action area plans, development planning studies and development briefs in order to secure investment in the borough to bring about economic, social and environmental regeneration.
Initiation, preparation and supervision of research and databases.
Ensuring that development is carried out in accordance with the Town and Country Planning Acts, related legislation, the Development Plan and other Council Policy by undertaking those development control duties related directly to the delivery and implementation of strategic sites.
Formulation of the council’s case in planning appeals, and represent the Council as expert witness at public inquiries/informal hearings.
Preparation, attendance and presentation of reports to committees of the Council.
To exercise officer delegated powers under the Council’s officer delegation scheme as directed by the Planning Manager.
Undertaking joint working with staff in the Partnership or in the retained services of the Council as required.
Dealing with Councillors, MP’s the general public and outside agencies in undertaking duties.
Attending and speaking at meetings with the public, groups, societies etc on planning matters.
Undertake investigations, reports as required under the Complaints procedure.
Undertake duties as directed by the Planning Manager and Policy Manager in support of the management tasks of the planning team.


Requirements: (Essential)

The successful candidate will be able to demonstrate experience of below:
• Membership of the Royal Town Planning Institute
• Experience of leading staff or  a  team, preferably in local government
• Ability to establish an effective working relationship with Council Members
• Ability to display leadership
• Ability to work successfully as part of a team or independently;
• Ability to establish strong working relationships with colleagues and client organisations;
• Ability to maintain confidentiality;
• Ability to challenge others to deliver results;
• Ability to demonstrate excellent listening, communication and interpretive skills
