Full-time Health and Safety Advisor

at Capita Symonds in Hampshire

Primary Purpose


The Health and Safety Service are dedicated to the provision of professional Health, Safety and Wellbeing services to the Clients of Capita. We assist clients comply with all relevant legislation, where Capita Symonds have been commissioned to provide Health and Safety advice, guidance, training etc. The Post Holder must be able to provide a cost effective, comprehensive and responsive Health and Safety Service to all clients.

Capita Clients are spread nationally and thus it is essential that the Post Holder is able to commute as and when the business requires, however, the post holder will be primarily based in Southampton and will mainly be servicing the Southampton City Council contract.

Requirements

The Health and Safety Officer will be expected to provide services to all departments of Southampton City Council (SCC) including Schools and Non SCC clients.

The post holder is expected to travel throughout Southampton and nationally from time to time to provide services to other clients.

The post holder will have a NEBOSH Certificate or equivalent, working towards Diploma or equivalent and be a Technical member of IOSH and working towards Chartered Status and hold a relevant Teacher Training Qualification such as PTTLS

Key role

1. Assist and advise clients in developing and implementing Health, Safety and Welfare Policies, Procedures and Safe Systems of Work.
2. Carry out H&S audits of Clients business where requested in line with H&S management standards and legislation, produce timely and accurate reports and actions plans with recommendations as far as is reasonably practicable and present findings where appropriate.
3. Monitor Client’s compliance with current H&S legislation, including visits to sites and other locations when required.
4. Ensure any H&S, data protection legislation and other employment legislation.
5. Investigate accidents/incidents and recommend appropriate corrective action to prevent recurrence, present the findings to Directors and other Senior Managers when required.
6. Contribute to the development of and oversee systems for reporting and producing statistics.
7. Assist in the production of risk assessments where requested by clients and advise on reasonably practicable control measures. To receive risk assessments from clients and review them in order to advise if they are ‘suitable and sufficient’.
8. Consult with safety representatives on health and safety matters, including attendance at safety committees to advise on H&S issues and deputise for the Senior H&S Officer in meetings.
9. Advise Managers and Supervisors of unsafe acts or conditions and give practical advice on how to overcome them.
10. Where risk is so great that immediate cessation of work is necessary, act to stop the work and immediately inform the Client where possible.
11. Develop and deliver training including e-learning to meet the needs of the Client or identify a competent, suitable service provider to deliver the training on behalf of the Client.
12. Oversee the proper keeping of records and files to ensure the efficient function of the H&S Service.
13. Liaise with external organisations such as the Health and Safety Executive, Royal Society for the Prevention of Accidents, British Safety Council, British Standards Institute, insurance personnel and solicitors as necessary to professionally represent the Client.  To provide information to these organisations in a manner that appropriately reflects the interests of the Client.
14. Develop professional skills and knowledge, in particular to keep up to date with H&S Legislation and other authoritative advice.
15. Market and present a positive image of the Health and Safety Service and Capita Symonds.
16. Provide support to the Health and Safety Service and other colleagues and where necessary deputise for them.
17. Research and write corporate policy documents such as Safe Working Procedures describing how the Client will comply with statutory requirements and other H&S standards.  To take the documents through consultation with internal and external interested parties and promulgate the finished documents.
18. Organise, facilitate and chair meetings H&S matters are discussed and decided upon.
19. Inform the Health and Safety Manager of any business opportunities.
20. Undertake any reasonable duties commensurate with the level of the post.
21. Staff the help desk when required.
22. Keep up to date with professional competency and maintain CPD
23. Follow Capita procedures with regard to personal safety and of those affected by what you do
24. Prioritise and manage workload, escalating where there is conflict
25. Be commercially aware of all tasks and activities undertaken, seeking out new opportunities and advising the H&S Manager
26. Carry out other duties as directed by the H&S Manager that are in line with the duties of a health and safety officer such as accident investigations, inspections and audits etc.
27. Provide support to the wider business with regard to the development and delivery of health and safety services to new and existing clients.


Strong experience in a similar role and a NEBOSH certificate will stand you in good stead. An outstanding candidate would also hold PTTLS qualification.


This is an involved role and requires a commited and enthusiastic person with strong self-motivation.
