Full-time Associate - Highways

at Capita Symonds in Blackburn

An opportunity for a proactive experienced project leader to develop their skills within a committed delivery team. About the role The Highway Engineering Team forms part of the Infrastructure Division at Blackburn. The Team carries out a varied range of activities from highway asset management inclusive of street lighting, drainage and surfacing; traffic; parking services and network management. The Team works jointly with a team of Civil Engineers who are responsible for the delivery of a number of highway and structure design projects. Responsibilities Based in the Blackburn office and reporting to the Highways Director, your role will be to assist the Highways Director in the management of the Highways Asset Management Integrated Services Team to Blackburn with Darwen Council and other regional Capita Symonds initiatives You will monitor and manage budgets for highway maintenance You will contribute to the management of our programme of Utility Coring as part of our Streetworks service You will assist with bid proposals, fee quotations and contribute to the Business Cases and any other Business Development activities as required You will liaise with Clients; elected Members; Client Officers and Stakeholders You will be required to assist in the management of various disciplines outside Highway Maintenance which includes Traffic and Parking Enforcement About you You will possess a Bachelors or Masters degree in Civil Engineering or a related subject accredited by the Engineering Council. OR Be a Chartered Member of the Institution of Civil Engineers (CEng MICE) or other related profession accredited by the Engineering Council. OR Be an Incorporated Member of the Institution of Civil Engineers (IEng MICE) or other related profession accredited by the Engineering Council. You will ideally have significant post-qualification experience in Highways asset management You will be able to demonstrate a proven ability to manage a team of engineers; technicians and professionals of equivalent level in the delivery of projects. This shall include the following attributes: • To manage changing workload patterns to meet demands; • To proactively manage the resources and budgets available to deliver project requirements; • To liaise with the HAMIS (Highways Asset Management Integrated Services) Team management and implement operational changes as necessary to drive efficiencies, reduce risk , improve the services and deliver programmes; • To prepare fee proposals for packages of work; • To prepare reports for Council committees and liaise with Ward Members • To monitor the fees and resource plans as aligned with profitability of ongoing projects against set targets; • To access the commercial exposure a package of work may have and initiate the necessary mitigation measures; • To set and work to deadlines and targets, for oneself and others; • To manage a Team’s fee earning profiles against forecast and actual costs; You must be able to demonstrate extensive experience in the following: An extensive working knowledge of the Design Manual for Roads and Bridges, British and European Standards, and Codes of Practice; Supervising and monitoring construction works on site; Strong technical knowledge in relation to construction and highways maintenance i.e. surfacing; drainage and street lighting; Evidence of excellent communication skills showing both orally and in writing. This shall cover the production of technical reports, preparation of letters and statements, to a range of recipients; The ability to deliver quality through implementing and adapting to achieve continuous improvement; Evidence of the skill to consult and negotiate on engineering schemes and contractual matters; Extensive knowledge of relevant highway and civil engineering statutory procedures with particular reference to Health and Safety; Ability to innovate and influence as part of a bid winning team A full UK driving licence Tact and diplomacy in all interpersonal relationships, the skill to gain the co-operation of others and work effectively as a member of a team.
