Full-time Landlord & Tenant Surveyor

at Capita Symonds in Hampshire

Your role will be to provide competent and professional support to Capita Property & Infrastructure’s Valuation & Estates team in managing the successful delivery of clients’ property portfolios.  This will require you to undertake landlord and tenant surveying, valuation, estate management and property development work as allocated and arising out of the clients’ functions and in accordance with client specifications and professional standards and Capita P&I’s policies and procedures.

Key Responsibilities:

• To provide professional expertise and advice to colleagues, or clients and other on landlord and tenant surveying, valuation, property management and any other property-related matters in an efficient and cost effective manner.
• To develop and maintain good working relationships with colleagues, clients, Council Members, and the public as required.
• To carry out the appraisal of property development proposals, including joint ventures, together with the assembly of sites for development purposes, interim management and subsequent monitoring of progress.
• Conduct the proper estates management of clients’ property assets with accountabilities for the formulation and use of professional estate management techniques so as to: -
o Maintain the value of the property assets by regular review and valuation.
o Accrue revenues in accordance with prescribed performance targets through the negotiation and implementation of lease restructures, variations, rent reviews and renewals.
o Ensure proper compliance with Landlord and Tenant covenants.
o Arrange maintenance and repair of properties managed by the client, including arranging for the preparation of schedules of repair and dilapidations, and the careful allocation of resources to ensure the maximum benefit.
o Identify and implement opportunities to rationalise use of assets.
o Provide appropriate information for the maintenance of proper estate records.
• To carry out the disposal by way of lease or sale of land and/or buildings together with the grant of easements and other rights affecting the clients’ land or properties including the negotiation of any agreements necessary.
• The provision of professional advice and valuations as required in relation to:-
o Assessment and negotiation of compensation arising from the exercise of the Council’s statutory and/or Landlord and Tenant functions.
o Appropriations of land or buildings.
o Rating Assessments for property occupied and/or managed by the Council.
o Service Charge and fire Insurance cover the properties occupied and/or managed by the Council.
o Estimates for Revenue and Capital Budget purposes.
o Restructuring of leases.
• The development of property database systems recording the physical, legal and financial details of the Council’s property assets for the effective estates management of premises through performance monitoring and matching of needs against assets.
• The provision of professional advice on implications of legislation and regulations.
• Supervision of day-to-day work of technical or junior staff as delegated by the Associate Director or Valuation Group Leader as appropriate.
• Preparation of client, reports and briefing papers in relation to the work of the team and attending other client meetings as necessary
• Provision of information for preparation of Key Performance Indicators and benchmarking

• Achievement of agreed performance related standards and agreed budget objectives applicable to property related matters.
• Responsibility for managing a Portfolio of properties.
• To undertake other duties appropriate to the post as required.

Requirements: (Essential)

• Qualified to MRICS or FRICS standard to ensure that services provided in a professional manner and in accordance with the standards and rules of conduct of the RICS
• Significant experience performing a similar role with good professional knowledge and relevant experience in estate management, development and valuation matters over a range of commercial and residential properties
• Good oral and written communication skills and report writing ability to provide clear spoken and written information and advice on property matters to colleagues, clients, and the general public.  
• Ability to prioritise and manage multiple projects to deadline and budget.
• Good relationship management with both colleagues and clients to develop and maintain good working relationships and make a positive contribution to successful working of a professional team.
• Understanding of the processes and procedures to be followed in running a valuation and estates service to deliver an expert service in accordance with the working practices and standards to a Local Authority Client.
• The ability to work under direction but to be able to use their own initiative when required.
• Be proficient in MS Office skills (Word, Outlook, Excel etc).

Requirements: (Desirable)

• Be educated to degree level or hold a suitable Professional Qualification.
• Familiarity with understanding basic lease and other property agreements.
• Political awareness and sensitivity to be responsive to political demands and to take account of the political environment in respect of service delivery

The postholder must pass a Criminal Records Bureau check.
