Full-time Principal Development Surveyor

An exciting opportunity for an experienced professional to join our Technical Services Partnership in North Tyneside as a Principal Development Surveyor. The successful candidate will have the opportunity to take a proactive approach in the rationalisation of our client’s, to provide opportunities to stimulate regeneration and economic activity.

You will support our client’s regeneration agenda by the negotiation of development agreements, undertaking site assembly and engaging in multi-disciplinary project teams. You will also support in securing external funding by advising on grant applications for acquisition and disposal of properties and on providing budget information for project approvals and monitoring

If you have excellent communication and commercial skills, enthusiasm and determination, combined ideally with experience in both local government and the private sector.  Your local government experience will be used to enhance the service that is delivered to our core client, North Tyneside Council, and your consultancy experience and business acumen will ensure we grow the team to become a regional hub, serving a range of public and private sector clients.

To achieve this, you will be a proactive operator at senior level, both with officers and members, in Local Government, as well as have a proven professional background in property management.

To provide specialist valuation and estates surveying services within the property team. Negotiate development agreements, undertake site assembly and other project specific work to ensure speedy and effective implementation of regeneration programmes.

The main activities would include:-

• Bringing together complex land assembly programmes, including initiating compulsory purchase processes and assessing the viability and likely returns on the development of commercial end uses.
• Undertaking negotiations with public and private sector owners and developers.

• Contributing to the development of a corporately available, borough wide, land ownership and land use database and advising on potential viable alternative uses.
• Contributing to the development of applications for external funding affecting the acquisition and disposal of properties and assisting with compiling budgets for project approvals and monitoring
• Attending meetings of developers, external funding partners, committees, working groups and writing and presenting reports.
• Monitoring the performance of acquisitions and disposals and regularly reporting progress to all parties.
• Working collaboratively with the property team to share knowledge, experience, procedures and drawing in appropriate skills as necessary.
• Assisting in the procurement of external consultants and monitoring of their activities as appropriate.
• Complying with the Council’s strategies, policies, standing orders and financial regulations.
• Ensuring the health, safety and welfare of employees and the public by complying with Health and Safety policies and by the employment of safe working practices, risk assessment and management.


As an experienced Property professional, you will have :
• Professional qualifications – i.e.  Fellow or Member of Royal Institution of Chartered Surveyors (RICS), with a minimum of 3 years Post Qualification Experience.
• Significant experience of operating in a Public sector Property Services or related environment;
• Experience of high level negotiations with private sector developers and public sector agencies and completion of contractual arrangements.
• Wide experience of multi disciplinary partnership working on high value schemes.
• Relevant experience of undertaking wide ranging valuations & disposals
• Awareness of Compulsory Purchase procedures.
• An understanding of complex regeneration issues and developing solutions to multi-faceted problems.
• Awareness of the physical constraints to development and the financial viability.
• Experience of presenting written and verbal reports.
• Financial experience in running a profit and loss account, and be commercially and financially astute.
• Ability to manage and deliver acquisition and disposal programmes.
• Experience of providing innovative and creative solutions to enable the delivery of complex regeneration projects.
• Good networking and client management skills.
• Ability to work closely with a wide range of internal and external partners.
• Good prioritisation and time management skills.
• Computer literate with an understanding of GIS databases.
• Good communication skills and the ability to work in a busy environment as a member of a team with a positive, enthusiastic attitude to work.
• Must possess a full driving licence
