Full-time Planning Policy Team Leader

Where this role fits into our business


In 2009 Capita Symonds Limited was appointed as partner to Breckland District Council to provide its Town Planning and Building Control service. Our team, based in the Council’s offices in Dereham, provide the Council with the full range of planning policy, development management and building control services.

We also provide consultancy services to other councils and to the private sector, with access across the Capita Symonds Business to a full range of built environment consultancy support.

The key objectives of the post are to grow the Capita Symonds planning policy team consultancy business, including being the lead professional on the planning policy service we provide to Breckland Council. As part of this, you will have the responsibility for agreeing and delivering an annual programme of planning policy work for the Council.

You will also play a key role in ensuring we deliver a service to our local authority clients that develops the opportunities and challenges offered by the recent enactment of the Localism Bill, and the draft NPPF. You will be asked about this if you are invited to interview.

The Role and Responsibilities


• To manage a team of planning professionals delivering consultancy commissions and the annual work programme of planning policy work for Breckland Council; which includes delivering the planning policy framework for significant growth comprising 19,100 net new homes and associated jobs in the period 2001-2026, with a focus on the A11 corridor;

• To lead on business development for planning policy commissions, including identifying new opportunities in the private and public sectors, and preparing bids for those opportunities; as part of the company appraisal process you will be set targets for generating consultancy work;

• To provide support and advice to our development management team, on strategically important planning applications, enforcement and appeals;

• Your work for our Breckland Council client will include
- Providing timely, comprehensive and accurate reports and recommendations on planning policy issues;
- Attending and presenting to Breckland Council’s Committees,;
- Providing professional advice on planning matters to clients, the public, Members of the Council, and others as necessary;
- Attending and presenting at various public meetings; including to Town and Parish Councils in the District

• To keep up to date with current legislation and policy changes, including CPD requirements;

About you


You will be expected to have:

• Significant post qualification experence in planning policy work in both a private and public sector environment; and a proven track record of delivery of LDF documents;
• Demonstrated an ability to identify and realise commercial trading opportunities;
• Experience of, or the clear potential for, team leadership;
• An ability to make site visits;
• A degree qualification in Town and Country Planning or equivalent experience;
• Membership of the Royal Town Planning Institute;
• A thorough knowledge of current planning legislation, and a vision for land use planning in the Localism era;
• Good verbal and written communication skills to include an ability to make concise focused oral presentations to a wide range of audiences;
• The ability to consider a wide range of complex issues and balance those issues to make a clear and reasoned judgement;
• Good analytical skills to be able to challenge evidence submitted in connection with land use planning matters;
• Good time management skills;
• Proficiency in MS Office (Word, Outlook, Excel etc), and in data analysis software/programmes;
• The ability to prioritise and manage a large workload, and to work flexibly to meet the commercial and contractual requirements of the business;
• The ability to use your own initiative to solve challenges;
• The ability to work with a wide range of people and to work as a member of a team;
• To be able to work under pressure to produce timely and high quality work.

The ideal candidate will also:

• Have experience in development management;
• Have a management qualification;
• Have a working knowledge of the Ocella system;
